What would you do if you have a manager who delays important tasks for the employees and relies on them in most of his/her responsibilities?

Talk it out with the concerned manager and reach to a mutual understanding. COMMUNICATE DIRECTLY.

If he is a manager working with company, he can't delay anything important because he has report to this direct boss, if his direct boss noticed if the manager is delaying then of course they would some action from the management. in fact, manager are not posted for delay matters but do it on time for better success. IN bad case, if such things happened then go and report to the direct boss of him or the top management.

If you're dealing with this type of manager, it means that he/she is not versed in how to manage a team. This person needs to be replaced or have the executive/upper management meet with this person and hold an evaluation. Sometimes when management delegates responsibility to the team and it isn't within the team's job description, the team can go to upper management and lodge an official grievance against the manager. Honestly, this is probably going to be the way you go. Sometimes you have to step on toes to get things done. Managers hold a duty to the team to make sure that things get done on time, if not ahead of time. There are deadlines that need to be followed. Bring this up in a meeting if need be. This type of Manager is a Real Manager. He does this to pass on the work load to Employees while he have other Important task to do. This type of Manager have a Positive attitude towards Employees and he want them to learn things. The Employees who are really willing to learn things, grow and face new challenges will like this type of Manager. In return they will get Job Satisfaction, Career Growth and Job Motivation. 

Be Reminded that passing on the Important task does give you the opportunity to learn the new things but does not delegate the authority. So, if you did some thing wrong don't worry Manager is there to handle and if it went well thats great.

If a Manager relies on his Employees it means that he thinks that they are capable of performing those task. Take this thing as a positive peace meal to your career growth.

Would set up a quires according to his work .Would know why is he laging behind and what reason has made him delay beside his work .Give him suitable advice how to tackle his problem along with the guidance on his work properly.
