Procurement deals with the sourcing activities, negotiations and strategic selection of goods and services that are usually of importance to an organization. Purchasing is the process of how goods and services are ordered. Purchasing can usually be described as the transactional function of procurement for good and services.

The main differences between Procurement/Purchase and Strategic Sourcing is procurement means it is the process of purchasing/Procuring any goods and strategic means the evaluating that process. So hence i conclude that Procurement/Purchase is a process and Strategic Sourcing evaluating process.
