The best way to learn PHP is start reviewing http://www.w3schools.com/php/default.asp site which provide most basic environment.
Learn by DOING..., Don't learn PHP if you don't know what you are going to do with it. Obviously you want to learn how to build a very amazing website using PHP. Ask your self first what is the most effective and fast way to build an amazing website then start from there. you will not be an expert in PHP in 10 days, 10 months or 10 years. But you can be an expert in building a Wordpress PHP website that has a a lot ready made amazing plugins and widgets. Search online for the right tools and frameworks for building PHP websites

As Safwan said, there are many CMS platforms such as wordpress, Joomla, Etc.. with already coded plugins, components, modules extension. But you can better play around with know basic PHP.Best Regards,Firdous
