Trainings should be provided only after identifying the required areas where the employee or the manager is found lacking. A specific training focusing on that part should be provided and the level of the training should also be as per the needs not more or less to be effective.

to improve leadership skills of a manager. manager must having proactive attitude and company should empower his manager to give some extra-authorities. a well known saying is with great power comes great responsibility.   manager must be fear less of losing. he must calculated risk not uncalculated risk   

All companies should have PDP's (personal development plans) which help employees set realistic targets for themselves.

 

It is crucial to develop competencies that help add value to the department/company.

I believe that a good manager should know what he lacks and work on it with a training course or by him self. As long as he is efficient at his work I think personal development is the best training to be offered.
