Customer service generally deals with non technical issues such as billing etc. Here you require exceedingly good communication and persuasive skills. But in both cases you have to serve your customers. You can say that Tech support is a part of Customer support. i hove this help :)

Technical support staff are trained to solve the technical issues and should have good technical knowledge. But their customer skills will not be very sharp. Staff hired for customer support will have only basic technical skill and more advanced customer support skills. if they cannot solve an issue, they will forward it to technical support.

The customer support should not answer technical questions related to a guaranteed performance throughout a correct design, but it is more related on how to deal with the customer and to provide the necessary backup which might lead to transfer the query in many situations from the customer support to technical support espicially if the query was related to the design. But customer support should be the first destination for the customer and after that it might be transferred to technical.
