A good number of degrees like, Public Administration, Business Administration, Engineering Management, Operations Management, Development Studies, International development will provide you necessary background and knowledge to become Planning Specialist. For employment purposes, it is better to have some broad based degree. However, Degree in Planning may be also available. For a degree, reputation of the University is important which provides the degree.

 

 

Several reputed foreign  Universities have started their Dubai Campus and provide "world-class" class room teaching degree. In addition, you can try American University in Beirut, or Middle East Technological University (METU) in Turkey, National University in Singapore, INSEAD in Sinagapore, Asian Institute of Technology in Bangkok

based on universities ranking and achievements i'll put American University in Cairo then Cairo University, American University of Beirut, University of Jordan, and Jordan University of Science and Technology on top

a lot of universities are there in GCC like King Saud , AUD, AUS, King Abdulaziz , and UAE university which is excellent and linked to big international universities, but look at the achievements and the board of honours it may takes some time to build, test and prove reputation and stability.

I don't think one gets a degree in planning till date. I did my B.Sc in Mechanical Engineering and we took a course in Operations Research which included Planning, Scheduling, PERT, CPM and other relevant topics. Nowadays these topics are a part of B.E. Industrial management. Furthermore M.Sc in Project Management and some other degrees also make these topics a part of their curriculum. Thus a university has to be chosen keeping all these considerations in mind.
