Resident Engineer or RE is the one who administers the contract agreed between the developer/client and a contractor. He is the Client's authorized representative on the project site. He oversees the whole project in terms of time, cost and quality. 

 

site engineer offers advice in the planning, co-ordination and supervision of technical aspects of construction projects. A site engineer's role is vital to a construction project: they have a number of responsibilities including solving technical issues, providing advice, management and preparing reports.
