Each and every person in the work place is responsible for their safety.  HSE Officers are there to monitor, report, correct and enforce the OSH Policy and Procedures that the company has.  Even how responsible and committed the HSE Officer in his/her work, if the workers will not think about their safety as well, then there will always be a chance that this worker will be at risk.

It is an employer's duty to protect the health, safety and welfare of their employees and other people who might be affected by their business. Employers must do whatever is reasonably practicable to achieve this.

Every stake holder have that reponsibility. When I say every Stake holder, it involves a person, group or organization that has interest or concern in an organization.

 

They can affect or be affected by the organization's actions, objectives and policies. Some examples of key stakeholders are creditors, directors, employees, government (and its agencies), owners (shareholders), suppliers, unions, and the community from which the business draws its resources.

 

Not all stakeholders are equal. A company's customers are entitled to fair trading practices but they are not entitled to the same consideration as the company's employees.

Everyone at work is firstly responsible for his or her health and safety, and by so doing its means it means we indirectly don't put people  in harm's way. The HSE Manager / Coordinator / officer as applied to the organization drives the safety culture, line managers,  supervisors and management are not left out as keeping a safe and healthy workplace environment is tackled from a holistic approach.
