A risk is a potentiality of an event that may affect the course of a project plan, while an issue is a risk that has been realized, although not always.

The difference between an issue and a risk is stutus's difference . An issue is the problem which is ctually facing the project ,and the project manager has to find the reasonable response for it to avoid its potential effect upon the project ,while the risk is a probable problem that may face the project in the future so the project  manager must develop risk management plan to respone to its probable potential effect either by accepting, reject ing or mitigating it.
