In order to deliver any message effectively, all content should first and foremost be adapted to the target audience based on different criteria such as age, gender, field of work, interests, education level, etc.
A good writer should be able to draft, edit and adapt any text according to the audience by working on the language, structures, vocab etc.

Every writer has his/her own unique style in writing but I guess sometimes you need to adapt to deliver the message properly to different audiences. So I would say "Yes"... Every audience requires a different technique in writing.
