Frequency of refresher training is usually dependent on nature of employment of security officers. Usually twice a year is considered adequate. Its normal to conduct in-house refresher training if the number of those attending is manageable.

Depends on what security ops you are involved with because technology changes take place at different pace with different technologies. For example, Cyber Security technologies change quicker than other in the same paradigm. But overall every technology going through some changes in a year's time but it does not mean people rush to training every year. It all depends upon work requirement, type of technologies involved, number of clients and users and on top of all criticality of a business in question.
