Which document is more important: BOQ or technical specifications?

BOQ (Bill Of Quantity) :- The fundamentals are based entirely on commercial aspects and considers everything related to itemized costs. This enables the product/service/solution provider to effectively price his products/services/solutions to the customer/user, which will give assurance to customer of what being delivered to him and at what cost. Its a must needed document for either side to meet the purpose (where technical aspects have already been discussed & freeze)

Further the terms & conditions will secure his commercial stability to deliver the system against all the odds which otherwise can damage the existence of the company itself.

 

Technical Specifications : This deals entirely on standard of product/service/solution which is being offered to customer. This will assure the life/capability/quality of the product/service/solution to the customer. Customer follows the technical specifications to ensure life-cycle/experience of his plant/product.

 

Statement : BOQ will decide whether the technical specification can be delivered in a win-win situation or not !

BOQ, Technical Specifications, SOW, Execution Methodologies, Assumptions etc. are components of a business proposal against a customer requirements. And in a proposal everything is equally important. Even commas and stops. (One of the reason Global Environment Policy could see success in Paris due to replacement of word "will" with "shall")

 

BOQ, Bill of Quantity gives the Number of quantities / Units of the specific item required, their unit price, and hence the total price. It is mostly like a grocery bill (4 toothpaste each at USD,2 Toothbrush each at2 USD, hence total is USD).

 

Technical Specification speaks about the technology framework used within the item. eg. Toothpaste contains% sugar,5% calcium,8% fluoride, expiry date, Mfg. date etc.

 

To give a clear cut judgement, Technical specification should hold more importance than BOQ. Can you use an expire toothpaste even available free. I can never. But can I use an a high quality toothpaste at a price of1 Billion USD? I may be, when I will have the1 Trillion USD as my income. :)
