"High pay" is a very subjective term, most people want to have enough to live a normal life, to be able to raise a family, to not worry constantly about the future. They want to have stability,security and a good enough salary to afford them a middle-class life.
Most people do not actually want4 mansions in Dubai+ fifteen to twenty luxury cars+ exotic pets like tigers and jaguars in their living room+helicopter rides. There are statistics made around the globe and what most people in the world are demanding is not high pay, but normal pay adjusted to their living standards.
They are more preocupied with raising a family, being able to afford decent food, a decent standard of living,a normal home,a vacation every now and then with the family. There are a lot more important things in life than making money for the sake of money, and that is why people demand a pay that is adjusted to their living standards so they can focus their time on things that really matter for them.
That is my opinion.
