quantity of water per cubic meter is varied according to the required grade of concrete & as per the design mix.

water/cement ratio is a major indication for the concrete grade 

ie If designed w/c =0.5 , the quantity of cement by weight = kg/m3, then it means that we need L of water/m3 for this grade of concrete.
