Sure, every sector and/or any project has its own objectives, timelines, sensitivity etc.
In terms of transformation change projects... its even tougher because future state is not very clear. This may end up with entire change of view.. culture etc. which is extremely tough.
This is a great question, thank you Tamer. Yes every change initiative needs to be planned individually depending on the specific circumstances.
With regards to people one thing is always the same though:
When I think of the change curve then I want to shorten the time frame of the down slope (the irritating, the unknown phase) so that we all can move on, contribute and enjoy the benefits of progress. In my experiences is clarity in communication, allowing each stakeholder to understand the need/opportunity, commit, focus and contribute a key to facilitating the transition from the unknown to the known. The result is a shorter time frame of irritation and focus on achieving the new goal and to me this is what the change curve is all about.
Regarding the first part of the question, from my perspective the differences rely mostly on the management characters we dealt with. From the technical point of view, options tend to be the same, tending to reduce costs, time to deliver and overwhelm the client with unforeseen capabilities, but from the person's point of view the difference relies mostly in the way things are done. Management also consist in an exercise of moral values and some managers choose to do things taking in consideration for instance, social responsibility, well others only care about profit. Being a project manager is a matter of technical proficiency but sometimes it's hard to deal with things if they don't follow the same path of our own moral conduct. Personally my choice is to do what I think it's correct both technically and morally, the outcome is not my concern.
In respect for second part of the question, when implementing software, changes are to be made, and one the decisions management should take is either the software should be adaptable to the company's way of doing things, or should the company's personnel perform in a different way to accommodate the new software. The first option requires more consulting outsourcing while the second one needs training and mind setting for the personnel. In this case the worse thing could happen to the project manager is the absence of a decision and if one is not capable of finding what's the correct option you're going to be stuck.
From my expereince it just boils the same in terms of project management, the private sector vs the public sector. From job security angle, working in a public sector is more secure that the private sector as in public you are governed by the labor lawas and the constitution for that matter, while in the private sector, though there are policies of the company, at some point there is no security. For example, if the company declares for redundancy and you are chosen as one of the redundants, you have no choice, you have to leave the company, the company will just pay you, that;s it! In public sector there are also lots of benefits, but this depends on country to country, meaning if you are working in the more economic countries (industrialized), the benefits is huge as compared to the other countries.

Of course, especially on change management becuase in this sector the work more felexible and must be very controlled.
