Yes.Standards are generally recognized and Good practices.There could be certain variations in ethics based on the rules of each country.Well,Stakeholder management is key too identify these differences which could be due to culture and geographical locations.

Standards can be applied universally. Standards  provides guidelines for the  setting the limits  of qualitative/ Quantitative  parameters  which determine the ultimate product characteristic. So while adopting a standard for a given function, necessary changes can be made to suit the requirement.

Yes, of course. But my idea is that it depend not on ethics (I want think that it's an universal value), the changing from standards depend on the people the use them.  I can put a name into the box chart of the organization, but I MUST to consider who is that name which skill, expertise (of course) but also what is his cultural background becouse (and that is my opinion) his cultural background would be determinant on how the resource tackles the problem. In short....men need more attentions than procedures.
