Co2 is best for office room because of the fact that office room have plenty of IT equipment, but if there is no Co2 fire extinguisher available we can use water but be sure that upon spraying the water the electrical main switch is totally shutdown.

It depends on the office material,

If an office with full IT and another sensitive material,

then it is recommended to use CO2,

and if the office do not include such material which will not be damaged with powder of foam,

then possible to use any other fire extinguisher as well i.e. water, foam, multi purpose powder etc,
