once i got a message from my friend in which she says that if u want to improve your complexion than make a mixture of honey,lemon,glasrine,rose water and mint, pour all these things into a bottle and throw it outside in the street...after doing this washroom your face with simple water and by doing this you can get fair complexion...i laugh over it loudly that when simple washing my face makes me fair what was the reason for making that mixture.....same is the case with your question implementation proves that either this thing is useful or not...law would be like that mixture thrown on the street if it would not be used or implemented in the society.
