Can using the NMR technique only have determining a chemical?

it depends on the chemical compound that you want to  to identify , since NMR can be used for determining the structure of organic compounds

NMR can be used in structure elucidation, and alignement of homo and heteroatoms plus it can also be used as qualitative and quantitative technqiues especially in proton and phospohorus.

Not particularly, it depends on the chemical compound it self, since NMR can be used to deduce the structure of organic compounds. But there are other methods to either confirm or identify  a chemical compound for example chromatography (GC , HPLC) , spectroscopy ( AAS, AES, AFS ) , Colorimetry , xray diffraction, thermal analysis ,.... etc

No, there are other spectral techniques to identify chemicals namely liquid chromatography and gas phase infra red and fluorescence.
