Is it a normal practice in Qatar when a candidate pays to recruitment agency service fees for employment? Or it is some kind of fraud?

Recruitment Agencies should not charge candidates for employment services because;

• They get paid by the employer for every candidate they put forward and successfully get employed by the employer.

The genuine head hunters or recruitment firms charge organizations for the placement,  i am sure those who ask from job seekers are not genuine.

It is fraud because it is guaranteed to get you a job. They just collecting money under the name of registration in DB.
