Please differentiate between resident engineer and project manager for a supervising consultant in terms of duties and responsibilities?

Project Manager

The title of project manager has taken on broader dimensions since. Project managers oversee all elements of a project, which could include manufacturing, construction and marketing. In a large corporation, for example, a company might have a multiphase construction project. The project manager would oversee the administrative needs of the project, including budgeting and funding, but would have an on-site construction manager involved in the day-to-day personnel and site supervision. The project manager becomes the "face" of the project.

Resident Engineer or RE is the one who administers the contract agreed between the developer/client and a contractor. He is the Client's authorized representative on the project site. He oversees the whole project in terms of time, cost and quality. He reports to the client regarding the progress, issues and problems and developoment of the project. He also interprets the contract whenever conflict arises during the development of the project. He is well versed and chairs meetings and coodinations between his client and the contractor. He is the3rd party between the two. He documents and confirm in writing the instruction and directions given by the client or by him to the contractor and see to it that the loop of communication between the parties are closed. His expertise in Design, Tender and Execution of works makes the top man in every project cycle. Usually, in other country, he is also called the project manager. It depends on the form of contract agreed between the contractor and the client. Resident engineer can have subordinates to assist him in administration of contract.
