Should the HR be responsive only to people they want to hire? Explain qualities of a successful recruitment HR.

Oh I absolutely agree with your answer above Ruchira! This has been my issue with HR depts here in the Gulf countries. No follow up after an interview and no rejection letter. In fact you're very lucky to actually receive a reply from them in the first place. 

I have personally noted the difference in the attitude in UK and here. In Europe, you were guaranteed a response within five working days and some of them even provided feedback on your application, how you could improve it. Unfortunately here even the HR depts of big established MNCs don't have the basic courtesy to acknowledge your email. I'm not saying it's the people since the entire world is multicultural but I would blame it on the lack of good professional attitude.

Again, I speak of my experience and perhaps there are good HR managers out here whom I haven't had contact with.

Acquiring HR is a two directional process.  While the organization has a desire to attract the best talent, the prospective employees are interested in joining a transparent and strong organization.  It is incorrect to believe that there is widespread unemployment and is easy to acquire manpower as and when required; talented manpower is always in short supply.  Therefore, HR Department of the company has a role to project the company in good light with respect to talent acquisition.  So the very idea that HR should be responsive only to people they want to hire is inappropriate and ill founded.  Again talent acquisition will remain a continuous process and the company will have to, a number of times, look forward to the employment pool available in the society.  

Availability of talented people in the company in adequate numbers is a strategic advanctage.  A successful HR department is the one that can ensure availability of talent in the organization when needed and in adequate quantity.

Anil Kumar VT, your answer is perfect... but there r very few HRs who follow this policy.

Most of the HRs only reply to your email if they want to hire you, very few or to say only a handful will actually respond to your email even tough they do not want to hire you. They have a notion or era of confidence that they can recruit people and people will come to them no  matter how and when they react.

But basic email manners teach us that we should respond to all our emails... which is lacking in most of the HRs today...

No, HR role is much wider than that. While during the talent acquisition process, a sound HR professional must know the business and suitability of the candidate and then select the best candidates for next phase. A sound recruiter is one who remain in touch with good profiles and keep them lock for future opportunities and as such occur then present that candidate to technical heads. He must have sound assessment skills, well-versed with communication and ability select the candidates as per the requirement.

Recruitment Process starts with creating a pool of candidates desire to join your Company.

and never you hire the whole pool you choose the best candidate for the job to fullfill the main purpose of HR (put the right person at the right position). 

others not hire has been tested and may be medically checked before.

so after recruting the needed persons throwing all this previously interviewed and tested candidates information away waste your time as in the future u can use this data to fullfill other needs.

 

so please do keep tested candidates records for future needs.
