Supervision
Every site must have a strong supervisor who is willing and capable of enforcing safety standards with no exceptions. This foreman must keep tabs on all employees throughout the day and correct those who fail to commit to proper safety procedures.

Safety professional should be at the site ( safety officer & safety Engineer) to give safety inductuion before any body inter to site , with thisway all will understand the safety priority at site .
Second at site every responsibile person ( Construtucion manger, Eingineer, foreman, supervisores) strictly follow to safety Rules than worker will follow other wise result will be not good.
if arrange mass safety meeting after every two week it will more useful for safe site work.
The best way is by conducting regular safety,health,education and quality assessments as well as safety talks.
01Oct15.....As a person who has spent his entire working life in the Oil & Gas industry where the yardstick is used by every other profession when it comes to many things including ' safety '.....you have to do what we do:
Anyone who breaks the rules pertinent to safety regulations no matter how trivial.....gets ' FIRED. '
That sends a message very loud and clear to others who may have some form of a lackadasial way of doing things. There are idiots everywhere.....Go figure.

Regular training, educating, demonstrating, reminding, checking and showing various video clips of accidents which cost lives, damages to property etc., will understand people well.
.9% of Incidents happen due to negligence or unawareness.
Its simple, safeguard your self, others and your property as per the guide lines issued by OHSE department.
Place at you work, is a home and people you work with, is your family. Educate them, because you need your place and family to be safe at any cost. Cheers!!!
the best way is to create a department who's main task is to implement safety rules.headed by a manager and group of especially trained and expirienced personnels who will oversee all activities on site regarding safety and all hazards.this department will provide the necessary and needed trainings for all the workers,
provide personal protective equipments and continues monitoring of all site activities.these are just few things and I know there are more.
First: You must review previous projects similar to the project to be implemented.
Second: To study all the risks that have passed through these projects and the extent to which they can occur in this project.
Third: Develop a safety plan according to your pre-project studies, apply to this project.
Fourth: Assigning a specialized team to implement the plan.
Fifth: Assign a team to control the plan.
