Is the seepage in dam and canal for irrigation scheme an actual waste of water ?

Seepage from dam and canal increases water level of surroundings area, which water is ultimately used in irrigation by lift. Then it not the actual water loss.Clarify this matter.

Sir, for that particular canal water has been lost. Surrounding doesn't comes within the canal. For example, evaporation loss you can say. Water has been lost from particular area but we can get rainfall after cloud formation.
