The later seems tough and not business Friendly at first but in the long run might pay off as you have set a standard that you are very strict with. This means your platform most have a strong traffic to attract people to use irrespective of these criteria as you will be distinct and separate yourselves from the crowd, tough but doable with a strong team spirit. On the other hand it will definitely be seen as a business killer in the short run and publishers will avoid your platform, if you do not have the type of traffic they need and can find somewhere else. The best way to go about it, is to see how many redirections happen basis the add, and how many users block it... If the add drives volume overwhelmingly and only a small portion of users have unfollowed it, you continue with the add.
If there's a large group of users who deem it unappealing, its better to do a survey with some of these poeople asking for their opinion on what is it that they don't like about it or they aren't the intended population for their adds.. Basis the feedback we can re-evaluate the campaign and make it live again, which would save depreciation of ad revenue.

I would recommend anyone who is willing to earn through ads, should conduct a survey first limiting the questionnaire to maximum 5. And then understand the customer better.
