Why would other users using a shared printer be able to print while the local user is not able to print on his machine?

Try to check the Spooler Service First. Or Better yet change/update the driver of the printer.

Group policy configuration....Need to allow local user permission.

First and foremost check for the Printer is mapper as a Default printer for his system or not. may be one of the reason. Thanks.
