Anybody from projects development management? Is anybody familiar with the symptoms of "banana syndrome" and how has he/she overcame it?

Banana Syndrome is a cause and effect situation when a project goes round and round - particularly if there are too many unqualified decision makers involved - The challenge is to make a Project "Banana Syndrome" proof - The name is a derivative of the acronym banananananana it goes on an on (and some time lie dormant for years or dies decaying)

Yes...
Banana syndrome means doing everything but ultimately result is not coming.
Delivery does not happen at all.
Only solution I believe is to understand our team's weakness and confess that we as a team are not delivering the best and then try to consult some expert (may be in house or an outsider) for that particular problem.
And try to solve that problem before it really become worst.
