C is the right option as

Hat is1$ more than bell that is what ever is the price of Bell +1$ = the price of Hat

Consider the following 

if price of bell is0.10 than price of Hat is 0.10+1=1.10        not possible

if price of bell is0.01 than price of Hat is 0.01+1=1.01        not possible

so we have to take the half of0.10 that is0.05 now the equation is

if price of bell is0.05 than price of Hat is 0.05+1=1.05         total Hat1.05+ Bell0.05 =1.10

The right answer:              C =5 cts.

How?

first equation:                     h + b =1.10

second equation:              h =1 + b

unknown variable:             b = ?

 

Replacing:

 

(1+b) + b  =1.10

1 +2b       =1.10

2b              =1.10 -1

2b              =0.10

           b     =0.10/2

           b     =0.05 $   =  5  cents of US dollar

Its C5 cents meaning if the bell is for0.05 dollars then hat would be0.05+1 and adding1.05+0.05 gives the total cost i.e.1.1 USD

Let's solve.

Let H be the price of hat.

 

Let B be the price of bell.

 

Total Cost is $1.10

Hat is $1

 

Therefore

$1.10 = B + $1

B = $0.10
