The Middle East is blindly after English language skills as they feel they need the language not its literature. So, my impression is no Middle-Eastern university offers courses in English literature. Qatar University caters to the needs of literature oriented people to some extent at MA level. For PhD you need to move to the UK, US, or Canada. Some people go to India as well.
