as i understand from your question you talking about technical wise, for that you should care about many things like,

- expandable project so the database and each module should be a standalone functions.

- the design is separated and general style using classes instead of ID's (to be sure there is no conflict in any future development)

- documentation for design & development from first code line (using comments at least).

but as design only you should care about:

- responsive layout on any device.

- using grid library as bootstrap but i prefer to build custom one.

but as development only should care about:

- expandable database.

- clean code and separated modules and plugins

The most import points are as follow:

1. Find out your audience i.e. which age group can visited on your site. Therefore, you have to design the screen resolution accordingly.

2. You have to make your Page link to Friendly URL so that search engines can give high rank and you get the most audience you want.

3. Design your pages to reflect to the correct audience I mean if the site is for movies etc. use direct color etc.

4. The better you go with HTML5 and CSS3 so that your website should be light weight, and fast in performance.

5. For Development I would suggest to use Bootstrap so that your website be responsive and could be easily and effectively viewed by all devices.

6. After creating your website go and check the validation of markup tags using W3C Validator.

I hope these helps you out.

if the customer asks for responsive design, make sure to understand the usage of the website, and what are the most frequent actions and pages to be surfed; to focus on while trying to maintain a good UX.

how occasional the website will be surfed; this will determine if the user will open the website through their phones or not.

if your company has a system analyst it would be much more easier
