Logic Card have limited number of I/O and can be spread with high where as PLCs have advantage of large number of I/O as well as they can be expanded easily without effecting existing systems.

Basically PLC and logic card are used as logic controller. In logic cards logic are laid on a PCB with few inputs and outputs. In logic cards logics are fixed means you can not change the logic and it doesn't have internal memory.

In PLC, logic are programmable and have wide range of inputs and outputs.
