we cannot replay back to any incoming attack because this is consider an offensive which could lead to a case court especially in Euro and US, but you can limit the threats as you said by using preventive controls and security layers.
For nation standardizations, i can say it is very difficult as you aware there is something call "nation state" concept whereas the countries attack each others through the information technology the war currently completely changed we are in information age so that no way to standard a particular solution or methods of lower the impact of internal and external threats.
the rules already exist, for example the central banks in Middles east has a strict roles regarding cloud computing especially the central banks refuse for move the core banking into the cloud.
