Picture is an actual English word that can refer to an image, sketch, painting or pictoral representation of a person or place.

where as Photo can be a prefix for photography which is to capture said image or picture. in greek Phot means light and to shine in Indo European.

so when refering to a visual image the word picture is more acurate or the complete word Photogragh.
