Try to make him understand that it is wrong and stop him. But if he still continues and involves in the unethical activities then it is better to inform the higher authorities.

i will stop him/her to do so and ask the reason of such act. if there is any misunderstanding from his/her side to understand the organisation, i will correct it or ill talk to concren to correct it.

It's best to directly confront your colleague and let him or her know what you think you saw and why it's a problem.  That's step one, after that it's up to your colleague, and you, as to what happens next.
