simply, Personnel Manager was confined only on basic data collection. This role has been extended and has moved to include Controlling,Creating, and Communicating. Further more, it has been related to such things as Payroll, Sick day, entitlements and Holidays taken. The role of HR Manager involves every aspect of the employment cycle of each individual employee.

A few decades back, the term "Personnel Manager" was in used and even in public sector w do find such designation and mainly due to their role of managing the paper work, filing and ACR etc. They were supporting the record and maintenance of employees. But now, the term HR Manager and HRBP are in use  based on their strategic role towards organization.

HR Manager focuses on strategies, Planning, Monitoring and control aspects of Resources and is a centralized pillar for Higher Management while Personnel Manager is only responsible to look after issue related to Employees, Compensation, Payrolls, Leaves, Salary Adjustment etc.
