Firstly, make sure you are in the right truck. Why would you like to learn a new language? and why this language? after answering these questions you can recognize easily your goals. Put your goals in-front of you, for example building a web based CRM system. when you specify your goal then you are going to achieve it. In or example, I'll put list of functions / features and I will do all my best to accomplish them. So by the time you will find your self achieving the system and covered a plenty amount of the language.

Internet tutorials and youtube courses are very useful and make the things easier, but for me I prefer to start with a valuable book to have the core fundamentals covered well then fly to other sources.

If you want to learn Website Design And Develop start with making websites without any learning to any programming languages with WordPress , then learn how to make WordPress themes by learning PHP , then learn how to make WordPress plug-ins and widgets by learning PHP , during that you will learn HTML and JavaScript , and design with Photoshop automatically

If you want to learn application software programming learn VB.NET , If you want to be Professional learn C then C Data Structure and JAVA and C++ and C#

If you want to Learn Embedded System Programming Learn Assembly Language then C , But you must be professional with electronic and circuits ( that mean you must at least know what are transistor , capacitor , Inductor , ICs and Micro-controller )

IF you want some day to make a protocol (7 layers Protocols ) or kernel ( operating system most important part ) you must at least learn all the above programming languages )

For me, the fastest way is to, first, skim the reference manual cover to cover, then dive into actual programming problems (getting experts of the language to critique my performance in the latter part is a precious boost in learning speed and efficiency, if I can get that;  I often find tutorials and books of tips and tricks too slow-going, though there are exceptions
