The system is capable of both.
It shows a PERT diagram of activities when you ask for it.
In the bar chart mode CPM is used and depends on how effectively you build the relationships.

Primavera uses CPM method for calculation.
Yet it can present the network diagram using either PERT or Bar Chart but they are considered as a way for presentation not calculation

We can use both techniques but usually CPM is used more than PERT.
