But the people who design and construct buildings and parks don’t worry about whether they will work properly or what will they cost to run. Once the project is complete, they can move on to the next job. The public has to live with badly built, poorly designed buildings and spaces; and taxpayers often have to foot the bill for putting them right again. This is the major impact or effect of bad design.

High costs, longer construction time, the client does not get what he wants. BUT this is what I see all the time. nibble at the costs of a structural engineer, every cheap engineer can do the job.....NO , pay the engineer a normal fee and he will take the normal construction costs of30-35 percent back2 or3 percent...how much money is that?????

First of all let me say "Design is the reflection of designer".
If its poor the impact would be poor and if its strong and nice the result/outcome will be good. If you will not give the good design to your client, he will may be not approve.
