I'm afraid luxury and cheap don't go hand in hand. There is a big difference between luxury and5 stars. By definition, luxury doesn't have a price tag attached, look at big brands like Rolex the price keeps going up and is irrelevant. Now cheaper5 stars are out there and it depends on service and location among others that determine their pricing strategies. A simple search gives plenty of options.

What do you mean? Why there some hotel cheap if they have a name luxury? Or you are asking to recommend it for job?

The price (room per night) is a unit which can tell about a hotel.

What is the containing of price? Salary of staff/ spends on business/ building/ electricity/water etc + advertising + and sometimes it is a  Franchise!!!

If you will decrease or delete one of such spends you can decrease a price of staying in hotel per person per night.

Thats why some well done hotel can be cheaper then another one.

Franchise - using the Trade Mark of Existing Chain. An example: Accor (Sofitel/ Novotel/ Mercure/ Pullman), Hilton, IHG (InterContinental), Days Inn etc.

Franchisee who represents brand in your country uses the existing trade mark and decrease spends on advertising and reputation but should pay for using Trademark. Also his standards and staff should have qualification as a original (head office) Trade Mark.

Thats why the staying per night in international chain is more expensive then staying per night in a hotel for owner (which doest also spend money on the advertising or spends are not big).

But sometimes if a Franchisee creates a chain (for example "HotelName" Middle East) and represents Trademark all over the continent or country he can decrease pricing of hotel which is difficult to sell to Sales Management, by increasing the pricing of another hotel which has a better location and more easy to sell.

I hope I understand your question right and you got my point.

Agree with Riad, luxury and cheap are antonyms  and rarely go together except during off season you may some rooms at luxury hotels selling below their seasonal rates, but never cheap.

Luxury and cheap cater to two radically different market segments.
