According to the British code of practice BS8110 it shoud not exceed4% of the cross-sectional area of the structural member.

The maximum is8%. But since this maximum applies to regions containing lap splices, columns are designed with maxiumum4% of steel. Adding more than4% of steel may result in difficulties placing and compacting concrete.
