Mostly randomly, unless I have a special and some kind of a strange name that I'm saving for a certain character.
Depends on the story, I choose the names either heroic names or names that has meaning related to the story, or some name inverted form the people that I met in my life and they affected me with their character.
My characters names would be culture-specific. I'd either common names choose the names that are easy to remember, names people can identify with or choose names that are completely new and a novelty to remember!
