Well I would prefer those who are consultative (creates opportunity for sharing and learning) and collaborate on a solution.

In my opinion, the workers should be rewarded in both situations because they are performing, only scenario is different.

It always depends on the person ... some do not have to ask for advice ..just need the problem and solve it ...

Some are more in need of more information ... younger personnel usually has to ask for advice where more experienced once can take care of the task all by themselves...

I had to learn to ask for help, since I am used to get a problem or task and I take care of it with very little supervision or need of assistance ... this leaves others free to do other duties .... however I had to learn that some things where to tide scheduled and I needed help ... and as a team we got the job done ...

I would promote the problem solver "creative" and would reward who ask for advice and collaborate on a solution early on "dedicated".

As a manager you are responsible for your employees and their deed. Of course you should some faith in your employees, but to a certain level, you should  be monitoring your employees.

I believe the perfect employee is the one who can evaluate the problem, takes the initiative to solve the small ones and goes to his manager with the bigger ones together with the solutions.
