company can use third party logistics [3PL] which is consignment/contract
public warehouse is short term solution or sesonal solution [seasonal products or other reason like owned warehouses damage/shifting] & the fees of using public warehouses is related only for some activities like space or number of inbound/outbound pallets - like what you can see in customs when they charged your company with fees for offloading/loading /storing shipments for short period till clearance is done
