well it depend on what windows server2012 will be after installation.because you can't put fixed hardware specs for everything,for example :

if you will use Hyper-V so you need high resources to make the OS stable for your work as you can't take risk try if it will be stable or not.

but if you will use it for AD DC only you can use the recommended from Microsoft.

any other options will raise your hardware for each adding option. 

I always use Xeon prcessor and virtual technology on all my work.

To me I would not say that there is any minimum or recommended statistics to be used to have a server. It all depends on your needs and purpose of using the server, and again even just to install a server OS we have different minimum requirement with different flavour of Server(2003,2008,2012). So before installing or configuring a server doing a little home work will be good. May be in your case you may not needed16GB RAM and10TB storage, a simple4GB RAM and250GB hard drive will do your work. So in my opinion donot stick to any base line configuration.

It depends on the use of the server, but in general, i would recommend at least3.1Ghz64-bit multicore processor,32 GB of RAM, and125 GB of storage.
