Dealing with the decision maker directly is easier, never mind how tough he or she is.

If you talk sense to that personality,"mentality, age, gender, background, education" and make the case then it's sold even after negotiations.

A tough decision maker is better because he can decide at the moment and the sale will be done whatever it takes to sell him, for the easy and nice employee has two sides, maybe he can convince his management if he takes a commission which is ethically incorrect, otherwise wgat is in it for him ?

It is easy to convience a very nice and easy employee as he will agree if we start negotiate whereas a tough decision maker is already confused its easy to convience him too but again it depends the way he answers you.
