Well money is good, but is not the major determinant in this regard. Higher exposure, responsibility and challenges

Somebody can accept this based on the challenge and the phase on his / her career.

sure almost you have to accept as money is really a motivational factor but only to a point that you will be satisfied of it.

after you reach the point of satisfaction of money you have to search for the place and the opportunity that will give you the chance to grow in your preferable career seeking for job enlargement and enrichment.  

I won't base my decision on both of them.

I always look at the description of the new job, the challenge it contains, the value that I may add in the new position and what will mean to me.
