I would suggest point2, give them some training. Also point5 (other), Perfomance Manage them out of the business if no improvement within a set time frame.

First thing is to assess if the target is achievable or not.

If the target is achievable , then employee satisfaction survey need to be conducted.

also motivations and trainings  need to be addressed.

Prior termination recruiting process need to be audited .
