How much would you rate the maturity of the HR function in the Arab World on a scale from 1 to 10?

actually it is5, its not that bad in Arab would but its not perfect as well.
many development have to take place as HR function is not fully aware, and so fare many company uses50% of it yet even this50% is based to personal management concerns of orders, not close to be50% pure HR.

sure HR in arab companies are poor,,,,HR there is like part of JAWAZT,,,,HR doesn't care about motivation, activities, career path & development.....I give it3/10
