Only if that is cost effective. If the cost of unit time failure is higer than the cost of the disaster recovery process and resources.

second to mughis, its a business call, however, an online backup or replication would be required between the Primary and DR sites on dark fibers.

I think this is driven by the business need, you need to categorise the applications and define which ones need restoring in case of disaster and how quickly.
For high level of recovery you may need online backup if the business can't afford down time.
