Who develops the technology license it, for example Hibernate framework uses Java language so it is Java Technology license owner by JBoss.
But Java specification is issued by oracle and if you implement the specification you get a product then you are the owner e,g specification JSR303 by oracle ->impelmentation Hibernate Validator By JBoss
